Source: Inter-American Dialogue

From the report web page:

The report offers one central message. The United States and Latin America, after a decade of profound change, are increasingly going their separate ways. According to the report, without a rethinking of the relationship and resolution of three stubborn, long-standing problems—immigration, Cuba, and drug policy—the drift and distancing are likely to continue, potentially producing new tensions and risks for hemispheric affairs. The report also points to several critical opportunities that would lead to more productive cooperation and help establish the necessary basis for sustained partnership between the United States and Latin America.
