The Department for Culture, Media and Sport (DCMS) commissioned The Work Foundation to examine and quantify the public’s ‘Willingness To Pay’ (WTP) the licence fee for the BBC’s current services and proposed new activities for television, radio and online as the new Charter Review period commences.

The secondary aim of Willingness to Pay for the BBC during the next Charter period was to incorporate a Public Value element into our study design that allowed us to differentiate between WTP the licence fee based on the ‘private value’ of the BBC from the perspective of a consumer and WTP the licence fee based on the ‘public value’ of the BBC from the perspective of a citizen or member of British society.
